Requirements/Criteria for Listing as a Registry Treatment Provider:
Please review the criteria as it applies to you.  Note the "hard-copy" versions of the different applications available for download and review.

  1. Registered Clinical Sexual Offender Treatment Providers:
    Registered Clinical Sexual Offender Treatment Providers are Louisiana Mental Health Professionals report to have a level of experience in the area of assessment and treatment of sexual offenders and report to follow the ethical standards, guidelines, and principles established by the Association for the Treatment of Sexual Abusers (ATSA).  Registered clinical sexual offender treatment providers present themselves as mental health professionals who have:
     
    1. A current license, in good standing, by the State of Louisiana as a physician, psychologist, psychiatrist, professional counselor, or clinical social worker.

    2. Never had any complaints validated by his/her licensing board for sexual or violent misconduct or behavior.

    3. A minimum of 1,500 documented hours in direct client contact in the clinical assessment and treatment of sexual offenders.

    4. Received at least 40 or more documented direct contact hours in sexual offender treatment training, updated every 5 years.

    5. Never been convicted of a felony without pardon.

    6. Never been validated, adjudicated, or convicted for an offense of any kind involving sexual or violent misconduct or behavior.

    7. Committed to follow the ethical standards, guidelines, and principles established by the Association for the Treatment of Sexual Abusers (ATSA).

    8. Reported to Provide Risk Assessments and Sexual Offender Treatment as outlined in the definitions provided    by the interagency Council utilizing only techniques and methods currently promoted and accepted in the field of sexual offender treatment.

    9. Agreed to provide demographic data, documentation of licensing, information such as type of sexual offenders treated, assessment methods, treatment models used, ages of offenders treated, treatment fees, duration and frequency of treatment, and other relevant information for research and referral information.

  2. Registered Sexual Offender Psychiatric Treatment Providers:
    Registered Clinical Sexual Offender Psychiatric Providers present themselves as medical professionals who have:
     

    1. A current license, in good standing, by the State of Louisiana as a physician and psychiatrist.

    2. Never had any complaints validated by his/her licensing board for sexual or violent misconduct or behavior.

    3. Had training in sexual offender treatment and the application of pharmacological agents with sexual offenders.

    4. Agree to include Sexual Offender Treatment as defined by the Interagency Council, as a component in the overall treatment of a sexual offender.

    5. Never been convicted of a felony without pardon.

    6. Never been validated, adjudicated, or convicted for an offense of any kind involving sexual or violent misconduct or behavior.

    7. Committed to follow the ethical standards, guidelines, and principles established by the Association for the Treatment of Sexual Abusers (ATSA).

    8. Reported that if they provide Risk Assessments and Sexual Offender Treatment, that they provide Risk Assessments and Sexual Offender Treatment as outlined in the definitions provided by the interagency Council utilizing only techniques and methods currently promoted and accepted in the field of sexual offender treatment.

    9. Agreed to provide demographic data, documentation of licensing, information such as type of sexual offenders treated, assessment methods, treatment models used, ages of offenders treated, treatment fees, duration and frequency of treatment, and other relevant information for research and referral information.

  3. Associate Professionals and Individuals:
    “Associate Professionals and Individuals” is a list of individuals who are interested in, involved with, and/or providing offender treatment but do not report to meet all of the criteria to be listed as a Registered Clinical Sexual Offender Treatment Provider.  It is recommended by the council that professionals who do not meet the criteria as a Registered Clinical Sexual Offender Treatment Provider, but provide treatment to sexual offenders, do so under the supervision, and/or consultation of a Registered Clinical Sexual Offender Treatment Provider. Associate Professionals and Individuals report to have:
     

    1. Never had any complaints validated against them by a licensing board for sexual or violent misconduct or behavior.

    2. Never been convicted of a felony without pardon.

    3. Never been validated, adjudicated, or been convicted for an offense of any kind involving sexual or violent misconduct or behavior.

    4. Committed to follow the ethical standards, guidelines and principles established by the Association for the Treatment of Sexual Abusers (ATSA).

    5. Reported that if they provide Risk Assessments and Sexual Offender Treatment, that they provide Risk Assessments and Sexual Offender Treatment as outlined in the definitions provided by the Interagency Council utilizing only techniques and methods currently promoted and accepted in the field of sexual offender treatment.

NOTE:
This Registry is NOT a license or certification by the State of Louisiana for treatment providers. The purpose of the requirement is to provide a standard for sexual offender therapists and treatment providers in the state and is a valuable list of individuals who have demonstrated expertise and training in the field. The standard does not imply that a particular treatment provider is endorsed or considered most competent by the State. However, registered treatment providers are most likely to utilize effective and updated treatment methods and should be more specialized in sexual offender treatment and assessment than less trained or experienced general mental health practitioners. Any complaint regarding a treatment provider's services should be channeled to that provider's licensing board. If a treatment provider is in non-compliance with their licensing board's ethics or standards and/or if their status regarding the requirements of the Registry are questionable or changed (i.e. licensed, suspended, convicted of a felony offense, etc.), then that provider will be removed from the provider list.
